The concept is that Zim is experiencing a memory from ancient Irken times through the perspective of the person who actually was there but is unaware that this is happening. His experience in this memory is the equivalent of having a dream. In this time period, Irkens are coming out of their homes underground to live on the surface. Ancient Irkens were unaccustomed to sunlight, so they had to wear robes. The language was completely different back then and lost to time, so Zim is unable to understand what she is saying.

The unnamed Irken mother is thanking the person who would've been in Zim's place and invites them to stop for a visit if he comes back to town. The story I made up is that the Irken came from out of town and was repairing the power lines that are seen in the first two panels.
