Noting the state of affairs that the empire is presumed by me to be in (irresponsible Tallest, possibly huge corruption, pointless military endeavors), I assume that it's bound to collapse in the near future.
There would be no functioning oversight and the workers, including those who were enslaved, would be able to leave, most likely with Red and Purple fully aware of what's going on and idling.
Due to mindless waste of resources, the Massive might become too expensive to keep operating and might hence be decommissioned, landed somewhere and scrapped.
* Assuming that the Cthulhu who consumed Tallest Miyuki is still alive on Irk and hence poses an active hazard, the Irkens might even decide to leave the ship on escape pods and intentionally crash it into the planet which would produce an explosion capable of killing it and thus make Irk habitable again (reasonable since all infrastructure would already have been destroyed by Zim's creature and require a full rebuilding anyway).

If you're immortal, sign up for the "Cleaning up Irk!" crew today! it's not like you don't have time to kill. /J in all due seriousness, if we take the ending from ETF into account, the empire has technically ended, save for the irkens that were not on the massive and were on missions at the time, The Massive got sucked into what can only be assumed to be a black hole directly to hell. everyone onboard is fucked. but everyone else? No more tallests.
No gods. no masters. Irkens are free!
This may help your case Zakhvatchik Let , consider it!

for real though, even if Red and Purple are "canonically" dead (IZ canon is incredibly loose) and they just are like alright guys, new tallest, whatever nothing ever happened ( or they just didn't die ) the Empire is a ever-growing capitalistic parody nightmare and is bound to outgrow itself until it's no longer sustainable and everything just kind of explodes and dies

OH sorry i got a little confused by your original wording!!! i kind of the see the Tallests not really that important to the actual function and continuation of the Empire, the Brains are, so as long as they are intact they could probably just be like, "bring in the next tall one" and call it a day (i imagine the bigger loss to the actual functionality would the the workers and the Massive itself) of course the Tallests make decisions themselves but i feel like the Brains do most of them

Correction: that might not be the case, because the Tallest were shown to be on Irk (and in their current attire, not the elite uniforms) during the failure of Impending Doom, so Irk was habitable at the time when they already ruled.

I agree with Dib. ETF might not have ended the Empire because of the Control Brains being the true runners of it. They probably picked the next tallest Irken and appointed them as the new Tallest.
However, I see ETF causing a serious drop in morale that will leave a stain on the Empire for a while. The Irken Empire's ridiculously large mothership, crew, and figurehead leaders died instantly because of poor leadership decisions and could've been easily prevented. I would feel so embarrassed for the empire if I were Irken. As a side note, I have no idea where I read this from. But a fan once wrote about this really interesting concept for the Massive and it's resources that sort of reinterprets ETF. That being that The Massive takes up so much fuel to turn the ship because it's planet sized that the Tallests seriously need to consider whether or not it would be worth the cost and so the choice to not turn the ship wasn't out of stubbornness.
On topic again though, the Irken Empire is too large to sustain itself. Eventually, it will collapse in on itself due to lack of funds for running everything or governing the whole empire becoming too difficult. It's going to happen eventually.

IRKEN FLORPUS HOLE EMBARRASSMENT. for real though like for sure the loss of all of that immediately due to both poor leadership and not even a sentient threat really puts a damper on their whole "unbeatable Empire" shtick. i feel like the vast majority of Irkens are DEEP in the propaganda but even they have to be questioning it all just a bit.

The Irkens need a Hadrian’s Wall…and the Florpus might be it. Unless they seriously downsize, they won’t survive. They lost a good chunk of their military and their leaders. And their military and commercial might is what’s keeping them in power-without that, the Irkens have no teeth.

The biggest flaw in both the Empire and the Tallest’s relationship with Zim is that they never set boundaries. Quite literally! The Irken Empire can't make up the entire universe, it's just not feasible. The Tallest's relationship with Zim always fascinates me. They both hate him and acknowledge him as a serious danger to those around him, but continue to humor him and sit in on his calls. However, humoring Zim would've ultimately saved their lives. The only reason Enter the Florpus happened is because of Zim's shmoop over the Tallest's not coming that Dib saw and chose to exploit, which gave Zim access to the Membracelets that created the Florpus Hole and put said hole in the path of the Irken Armada.

Who’s going to be the next Tallest? My guess would be Sizz-Lorr, but knowing Jhonen, it’d be some random Irken we’d never heard of before who’s even worse than Red and Purple.

Sizz Lorr is actually taller than the Red and Purple, so I don't get why he wasn't the Tallest? My theory is that the Control Brains recognized Sizz Lorr as too capable and went with Red and Purple because they wouldn't interfere with anything, instead choosing to laze around.
